" While Wolfowitz
was Under Secretary for Policy in the Department of Defense:
"Instead of concentrating on protecting the people of the
north, the US put Iraqi Kurds in jeopardy by picking
some of the Kurdish factions and backing them as a means
of putting pressure on the Iraqi regime. The US was cynically
using some of the Kurds to hit back at the Iraqi regime
even though they had no intention of ever letting them actually
achieve their goal of independence and even though a brutal
crackdown was easy to anticipate ? and the crackdown duly occurred
in August 1996 with an Iraqi military offensive, backed by another
of the Kurdish factions (the KDP). This attack is now
generally presented in the press as a justification of the NFZ,
completely shorn of any mention of the CIA provocation."
